Abstract: This study analyzes the reforms introduced by the Law 6/2017 of Urgent
Reforms as regard self-employed work, on the professional regime and the social
security of the self-employed work. We analyze the individual measures as well
as the collective ones and mainly those related to contribution above all those
called flat rate, and the possible changes on the contribution base and the suc-
cessive registrations and cancellations in the year, we also analyze the measures
established to make easier the reconciliation of the personal, familiar and work-
ing life; we also study the measures about benefits , especially those related to the
recognition of in itinere accident, to the compatibility between retirement pen-
sion and self-employed work with workers and the reforms related to maternity
and paternity. We also consider the measures related to hiring family members,
collective rights, Self-employed Work Council, involvement in the Economic and
Social Council, occasional changes in the Infractions and Penalties Law in the
social order and the different study and development commitments contemplat-
ed in the law, from which we make a general contradictory assessment, especially
because of the many issues which are still unregulated or are pending of a further
development which is, at least, unpredictable.
