The Ombuds (in Russia it titled as The Plenipotentiary Commissioner
for Human Rights, later in the text we also use the Regional Human
Rights Commissioners or abbreviator RHRC as synonymous) were
established in majority of ex-“soviet camp” countries following the
global trends in the period of Soviet system collapse while taken political
course on transition to democracy after Perestroyka (since 1990s). They
absorb in their mandate all problematic points of human rights in the
situation of political, social, ecological, religious, cultural and legal
transformation context in the multinational, multi-confession and high
level of social inequality in country, where the politics of gender equality
had been adopted and re/contested just at the end of 90s. Meanwhile,
due to ignoring and sometimes even rejecting gender component
of previously existed dissidents’ and early post-soviet human rights
protection movement (see atŚ Barandova, 2015), any public policies and
o cial institutions in Russia (and in other post-communist countries
as well), this case shows contrasting example in comparing with many
“western” expectations and understandings. In Russia gender regime
of Ombuds remains still unstudied, even no appropriate methodology
elaborated, lack of empiric materials accumulated. Not much of gender
