Introduction

The need to reissue the Bioethics and Law Observatory Opinion Group Documents on sexual and reproductive health in adolescence (2002) and on the voluntary interruption of pregnancy (2008) has provided an opportunity to analyse the impact which these documents have had in the health and social context and their efect on the actions of public authorities, and to undertake a detailed examination of their efects on legislation. his study has conirmed our initial impression, formed as much by media coverage of the documents as by the especially broad impact they have had in the specialist ield. In efect, the texts of recent Spanish legislation on these issues have included the recommendations made in the documents, so we can assert with some satisfaction that our work has achieved notable results in what matters most to lawyers and bioethicists: having an efect on changes to legislation, professional practice and informed social debate.

The fact that the work and opinion of a scientiic and academic group has been so important in changing the law is extremely signiicant because it shows the narrow implications of technical standards as compared to legal rules and gives meaning to the role played by formal and informal scientiic and technical institutions in the drafting of laws. his is a new phenomenon in the world of law and is becoming increasingly important in the ield of bioethics, where ethics committees as much as technical committees and scientiic groups -such as the Bioethics and Law Observatory- have a notable efect on legislation.

It is also the third time that a comparison of this type has enabled us to show that the results of the Opinion Group’s work have been included in central and regional government legislation; it was also true of the reissue and analysis of the regulatory impact of the 2008 Documents on assisted reproduction, and the repercussions and efect on regulations of the Documents on living wills and euthanasia published in 20101.

The new volume reproduces two documents which were drawn up by the Bioethics and Law Observatory Opinion Group -the irst on sexual and reproductive health in adolescence (2002) and the second on the voluntary interruption of pregnancy (2008) and...
