Noncatalan placenames Josep M. Mestres Carolina Santamaria

One of the least studied topics in translation is how to deal with proper nouns in the target language. This paper sets out to study this issue in depth and analyze the problems raised by the rendering of nonCatalan placenames when the target language is Catalan, given the lack of consensus regarding criteria for the transformation of nonnative proper nouns.

Following an initial survey showing the diversity of criteria to be found in relation to the definition of the toponym, the authors deal with the features of proper nouns that should be taken into consideration when translating texts. They discuss the more general problems arising in connection with the translation of such nouns (whether or not they possess a traditional form in the target language, how to transcribe them if the source language does not use the Latin alphabet, etc.) and some general criteria are set forth in an attempt to solve these problems.

In particular, practical and specific criteria are proposed to solve problems arising in connection with the rendering of non Catalan placenames in official documents (taking into account legislation on the subject, which is summarized in the paper), journalistic texts and general scientific texts.

Lastly, some examples are given of proper nouns with and without adaptation to Catalan, of heavenly bodies in general, geographical features outside Catalonia, and exotoponyms (i.e., geographical proper nouns from outside Catalonia) designating places inhabited either in the present or the past, including states, settlements and singular monuments.

Los nombres propios geograficos no catalanes

Uno de los temas menos estudiados en relacion con la traduccion es el tratamiento que debe darse a los nombres propios en la lengua a la que se traduce. Este trabajo tiene por objetivo profundizar en esta cuestion y analizar los problemas que plan tea la escritura de los nombres propios geograficos no catalanes cuando la lengua de llegada es la Catalan a, dada la falta de consenso en los criterios de adaptacion de los nombres propios alóctonos.

Tras exponer la diversidad de criterios encontrados en relacion a la definition de «toponimia», los autores tratan las características de los nombres propios que deben tenerse en cuenta cuando se traducen textos. Se comentan los problemas mas generaies que plantea el tratamiento de estos nombres en la traduccion (si tienen o no forma traditional en la lengua de llegada, como adaptarlos si proceden de lenguas con alfabetos no latinos, etc.) y se exponen criterios generaies para intentar encontrar soluciones a dichos problemas.

Mas concretamente, se ofrecen criterios practicos y específicos para resolver los problemas que plantea la escritura de los nombres propios geograficos no catalanes en los textos oficiales (teniendo en cuenta las legislaciones sobre el tema, que se resumen en este trabajo), periodisticos y cientificos en general.

Por ultimo, se ofrecen ejemplos de nombres propios con y sin forma adaptada al Catalan de cuerpos celestes en general, de accidentes geograficos de fuera de Cataluna y de exotoponimos o nombres propios terrestres de fuera de Cataluna que designan lugares habitados en el presente o en el pasado (desde estados hasta poblaciones o monumentos singulares).

Translation users evaluate the success of a given translation according to how equivalent and faithful the translated text is to its original, although these terms are misleading due to the different definitions they have received.

In the first part, the article analyzes how within translation studies the concepts of equivalence and faithfulness have developped. In a first stage translation was considered to operate between languages, afterwards between texts and then the communicative factor inherent of any linguistic interchange was analyzed. The latest research is interested in the external factors which influence decisions translators take in their activity.

It is somehow easier to give a definition for the terms equivalence and faithfulness when applied to specialized texts and specifically to legal texts. Nevertheless, the various variables that operate on the different elements of legal texts which affect the process of translation have to be taken into account: format of the text, syntax, terminology and standarised phrases.

However, at present, translators must go on taking decisions while doing their work according to the sucess criteria they think their client will apply to the translation.

Los usuarios de las traducciones valoran el exito de las mismas a partir del grado de equivalencia y fidelidad del texto traducido respecto al texto original, aunque estos son términos equívocos debido a las varias definiciones que se les han atribuido.

En su primera parte, el articulo analiza como, dentro de los propios estudios sobre la traduccion, han ido evolucionando los conceptos relacionados con equivalencia y fidelidad. En una primera etapa se consideraba que la traduccion operaba entre lenguas, mas adelante entre textos y a continuation se añadio el valor comunicativo propio de cualquier intercambio lingüístico. Los trabajos mas recientes se interesan por los factores externos que influyen sobre las decisiones que toman los traductores.

Resulta algo mas sencillo determinar una definition para equivalencia y fidelidad en la traduccion de textos especializados y concretamente en la traduccion de textos jurídicos.Page 164No obstante, hay que tener en cuenta las variables que operan en los distintos componentes de los textos jurídicos: el formato del texto, la sintaxis, la terminología y la fraseologia.

Sin embargo y de momento, el traductor debe seguir tomando decisiones a medida que avanza en su trabajo a partir de los criterios de auto que cree que aplicara su cliente.

Tanzania is one of the few African states where the official language, in this case Swahili, is African. Despite the initial impetus, the diffusion of Swahili through all areas of usage has stagnated in recent years, and it is precisely in the legal field —one of the first into which Swahili was introduced— that the most striking contradictions are to be seen: a legal system based on the English system, yet almost all the vocabulary of which is borrowed from Arabic; law courts in which Swahili is the most commonly used language, yet the language of the Faculty of Law is English; laws that Parliament debates in Swahili, yet are enacted in English. All this is exacerbated by problems with the approval of new vocabulary and the «official silence» surrounding the diffusion of Swahili since the resignation of President Nyerere.

La lengua del derecho en Tanzania Carme Junyent i Figueras

Tanzania es uno de los pocos estados de Africa que tiene una lengua africana como lengua oficial: el swahili. A pesar de su impulso inicial, la difusion del swahili en todos los ambitos de uso se ha encallado en los ultimos afios y es justamente en el ámbito judicial —uno de los primeros donde se implanto el swahili— donde se detectan las contradicciones mas notables: un sistema judicial basado en el sistema ingles pero con casi todo el lexico procedente del arabe, unos juzgados donde la lengua mas usada es el swahili aunque el ingles es la lengua de la Facultad de Derecho, un Parlamento que discute en swahili las leyes que son promulgadas en ingles. A todo esto se añaden los problemas en la aprobacion del nuevo lexico, y el «silencio oficial» que planea sobre la difusion del swahili desde la dimisión del presidente Nyerere.

The Italian Constitution guarantees the protection of minority languages, yet the first Statute of the region of TrentinoSouth Tyrol (1948) recognized only Italian as an official language. Parity for German and Italian was included in the new Statute of 1972. Attempts have been made to fix standards for usage since the nineteenseventies, but it was not until 1988, with a decree governing the use of the German language in citizens' dealings with the public administration, that a qualitative change came about. The decree was no mere declaration of intentions but a concrete measure establishing the creation of the Parity Commission on Terminology in order to give the German language official status and effective application.

The Commission was entrusted with the task of producing a legal vocabulary in German equivalent to the Italian and a dictionary of legal, administrative and technical terminology in the two languages. The work carried out since 1991 has been primarily on the basis of German, Austrian and Swiss legal texts, together with the legal tradition of the region, which includes forms of somewhat dubious correctness. The aim is to create a correct terminology in German that is valid for the region and at the same time meets the needs of Italian legislation.

Despite the institutional nature of the Commission, its decisions are subject to political and economic interests that hinder its work towards normalization, and it is unlikely to be able to implement its standards if there is opposition from those of the region's institutions that are involved in legal matters. The Commission is the guarantor of the normalization of German in the area of law. By maintaining the high standard of its work and widely publicizing its terminological proposals, it aims to involve all sectors of South Tyrolean society.

L'equiparacio de les llengues i la normativització de la terminologia juridica al Tirol del Sud La Comissió paritaria de terminologia de la provincia de Bolzano Francesco Palermo Eva Pfostl

La Constitucio italiana garanteix la proteccio de les llengues minoritàries, pero el primer Estatut (1948) de la regio TrentinoTirol del Sud nomes reconeixia l´italià com a llengua oficial, L'equiparacio de l'alemany a 1'italià es va incloure en el nou Estatut del 1972. Des dels anys 70 s'intentava trobar una norma d' ús, pero no va ser fins el 1988, amb un decret que regula l'us de la llengua alemanya en les relacions dels ciutadans amb l´Administracio publica, que es va produir un canvi qualitatiu. No es tractava d'una simple declaracio d'intencions, sinó d'una actuacio concreta que establia la creacio de la Comissio Paritaria de Terminologia per tal de donar caracter oficial i aplicacio efectiva a la llengua alemanya.

La Comissio va rebre l'encàrrec d'elaborar un vocabulari jurídic alemany equivalent a l'italia i un diccionari de terminologia juridica, administrativa i tecnica en les dues llengües. Des del 1991, els seus instruments de treball son basicament els textos jurídics alemanys, austriacs i suïssos, i tambe la tradicio juridica de la regio que presenta formes de correccio dubtosa. Es tracta de crear una terminologia en alemany, correcta i valida per a la regio, pero adaptada a les necessitats de la legislacio italiana.

Malgrat el caracter institucional de la Comissio, les seves decisions estan sotmeses a interessos politics i economics que dificulten la seva tasca normalitzadora, i dificilment pot imposar la seva norma si hi ha oposicio per part d'institucions de la regio implicades en questions jurídiques. La Comissio es la garantia de la normalització de l'alemany en l'ambit jurídic. Amb una tasca de qualitat i difusio de les seves propostes terminologiques ha d'aconseguir una implicacio de tots els sectors de la societat sudtirolesa.

The concept of usage in language planning in education F, Xavier Vila i Moreno

The article starts by defending the appropriateness of adopting the concept of language planning in education in order to overcome the theoretical and practical limitations inherent in the term bilingual education.Page 167Having clarified the scope of the discipline, the author analyzes the little attention paid by specialists to aspects related to language usage, and puts forward some possible explanations for this oversight. In an attempt to mitigate the difficulties involved in making this concept operative, the author proposes the incorporation of the concept of the language usage standard as a tool for assessment, and discusses by way of example the study of usage in the assessment of the model for language conjunction in Catalan, widely used at present in Catalonia.

El concepto del uso en la planificación lingüística de la enseñanza F Xavier Vila i Moreno

El articulo empieza justificando la conveniencia de adoptar el concepto de planificación lingüística de la ensenanza con el fin de superar las limitaciones teoricas y prácticas inherentes al termino ensenanza bilingiie. Una vez aclarado el alcance de esta disciplina, el autor analiza la escasa consideración que los especialistas han dedicado a los aspectos relacionados con el uso lingüístico y apunta algunas de las razones a las que puede atribuirse esta postergacion. Con el fin de paliar las dificultades de hacer operativo este concepto, el autor propone incorporar el concepto de norma de uso lingüístico como herramienta de evaluacion y ofrece un ejemplo del estudio del uso en la evaluation del modelo de conjunción linguistica en Catalan, mayoritario hoy en Cataluña.

Language and new communication technologies Imma Tubella

The Catalan Government has always regarded it as essential to be equipped with suitable means of communication as a tool for the linguistic normalization of the Catalan language.

The Catalan Radio and Television Corporation (ccrtv), set up in 1984, has made an undeniable contribution to the revival of the language. At that time, television and radio were the basic tools for social communication. However.current developments in telecommunications and information technology are leading us towards a revolution in the world of communication, with changes that will determine a new communicational environment with new habits and new consumer standards.

The great challenge for the Catalan language is be present on this new communications network, and the ccrtv will have to adapt accordingly. The Spanish State allows the autonomous governments to pass laws concerning the linguistic treatment of the various official languages, and this paper summarizes the objectives of the recent law (1996) regulating audiovisual programming by cable, and the measures it introduces for the protection of the Catalan language.

In the major European States the overriding tendency is to consider that the language of the media should be the «official» one, despite most of these states having several language communities. Only Belgium and Switzerland, states which are defined as plurilingual, offer an alternative that tackles the issue of language diversity.

The second part of the paper features a summary of legislation on cable television with regard to languages in countries such as Belgium, France and Canada (Quebec).

Lengua y nuevas tecnologías de comunicacion Imma Tubella

El Gobierno de Cataluria siempre ha considerado imprescindible dotarse de unos medios de comunicacion propios como herramienta de normalization linguistica de la lengua catalana.

La Corporación Catalana de Radio y Television (CCRTV), creada en 1984, ha contribuido indudablemente a la recuperacion de esta lengua. En aquellos años, la television y la radio eran las herramientas basicas de comunicacion social. Sin embargo, el actual desarrollo de las telecomunicaciones y de la informática nos dirigen hacia una revolution en el mundo de la comunicación, con unos cambios que determinarán un nuevo entorno comunicativo con nuevos habitos y pautas de consume

El gran reto de la lengua Catalan a es estar presente en esta nueva red de comunicaciones, por lo que la ccrtv necesitara adaptarse a los cambios. El Estado español permite que las autonomías dicten leyes que se refieran al tratamiento lingüístico de las diferentes lenguas oficiales y en este artículo se resumen los objetivos y las medidas de protection de la lengua Catalan a de la reciente ley (1996) que regula la programación audiovisual distribuida por cable.

En los grandes estados europeos se tiende a considerar que la lengua de los grandes medios de comunicacion debe ser la «oficial», a pesar de que la mayoría de estos estados cuentan con diversas comunidades lingüísticas. Solamente Belgica y Suiza, estados definidos como plurilingues, ofrecen una vía alternativa para abordar la diversidad lingüística.

En la segunda parte del trabajo se expone un resumen de la legislation sobre la television por cable en cuanto a las lenguas en países como Belgica, Francia y Canada (Quebec).
