1. INTRODUCTION
The field of policies for the promotion of citizen participation in public life has gone
increasingly becoming a new area and specific public policies in relation to the profound
social changes of the last fifteen years, of which the technological revolution, driven by the
development of information communications technology (hereinafter ICT), is an important
component.
On the one hand the development of ICT has been accompanied by a drive toward
deep and, among them, diversified cultural changes, organizational and production
processes, and on the other hand, these technologies have facilitated the construction of a
more complex context of communication and extensive, increasing both the horizontal and
vertical information flows.
The opportunities offered by the ICT to enhance and promote new forms of citizen
participation has thus become increasingly the focus of attention, not only from associations
and citizens, but also for political institutions, both national and local. This interest is
linked to the process of modernization of the public administration and political processes
of government, and an emerging focus on the ways in which the new communicative context
takes shape the public sphere, strongly anchored to the media system.
