On November 24-25, 2010, the Second Congress on Intelligence, organized by the Institute for the Investigation on Intelligence for Security and Defence of Carlos III University in Madrid and by the Department of Intelligence Services and Democratic Systems of Rey Juan Carlos University, also in Madrid, brought together more than two hundred people from over twenty countries, to present and exchange surveys and experiences under the slogan «The culture of intelligence as an element for reflection and international cooperation». The conclusions of this Congress were the following:

  1. The holding of the Congress itself comes to prove that it is possible and convenient to bring together intelligence academicians, researchers, scholars and professionals in international scientific public events to reflect on, and debate about, the multiple aspects of the intelligence services with rigor in an open forum. It is necessary and positive to hold these events periodically, in order to consolidate their scientific nature and the development of the discipline of Intelligence Studies both in Spain and worldwide.

  2. Society as a whole benefits from the reflection and investigation shared in these events and from the scientific publication on intelligence issues, as they have become factories for ideas and proposals that are directly applicable to the enhancement of the development and control of intelligence activities in multiple legal and strategic aspects. The development of programs on the culture of intelligence that favour communication and cooperation between the intelligence services and society is not a dispensable activity, but a necessity to better fulfil the missions of the intelligence services and for the construction of a safer and more free world. The commitment of the intelli-

    gence services in a democratic society to the fostering and promotion of programs on intelligence culture, among which are open academic meetings, is thus becoming an unstoppable and irreversible trend as it is a consequence of the demands of transparency and accountability that democratic societies demand from their services.

  3. We consider that it is necessary to set up a model of intelligence for the security of a democratic society based on the full respect for human rights, efficacy, efficiency, transparency and accountability to society.
