CONCLUSIONS
This chapter presents the conclusions of the research as well as a summary
of the main findings of the data analysis obtained at each stage of the research
and the methodological strategies used. This book represents an effort to obtain
systematic knowledge in relation to the Open Government (OG) phenomenon,
taking into account its relationship with public management and a public pol-
icy analysis approach. The methodological design has allowed combining
quantitative and qualitative data collection techniques, resulting in a triangu-
lation in the data analysis. Based on the data, some statements can be estab-
lished that contribute new knowledge to the literature on OG. This allows re-
flection on the development of this phenomenon. The central objective of this
research was to develop an analysis of the OG policies adoption in local
governments. To address this phenomenon, it was necessary to investigate the
conditions, characteristics and elements that have an impact on policy process-
es.
The data from different sources and the triangulation of its analysis are
shown throughout this academic work. The effort to cover the analysis of the
phenomenon progressively tackles different aspects from the review of the
international academic literature, followed by the study of the adoption and
implementation of OG by Spanish local governments, and particularly high-
lights the analysis of the case of the City of Madrid. To address the contextu-
alization of the phenomenon, antecedents, evolution, actuality and implications
were considered at different levels of government, especially in Spanish local
governments.
With the empirical evidence obtained, analyses, and reflections were made
on the new public management model called OG and its adoption within var-
ious institutional schemes. Local governments have adopted this model pro-
gressively. Its implementation has generated a new relationship between citi-
zens and the government, which promotes democratic principles. In the same
sense, this model proposes the development of modernization strategies in
systems of access to data and public information. The application of technol-
