On October 2nd, 2017, the BOCyL published the Law of Recognition and
Attention to the Victims of Terrorism in Castilla y León, which is incorpo-
rated into a list of provisions that regulate in Spain the special protection
that public authorities provide to this group.
Protection and rehabilitation; compensation; recognition and memory; and
dignity are goals that the Junta de Castilla y León was marked when drafting
a bill, which after the contributions of the various parliamentary groups of
the Cortes de Castilla y León, deserved their unanimous support.
In this way, the high normative range was granted to already existing bene-
fits, some new ones were incorporated, and also some of those were adapted
to the regional Administration provided in state law.
This work aims to clarify the apparent competence concurrence on this mat-
ter, while analyzing the comparative autonomic law, stopping in particular
in the recently approved Law of Castilla y León.
